The City of Lowell provides U.S. Veterans two hours of free parking in its downtown metered on-street spaces. Meter enforcement will time vehicles with proper veteran license plates, from any state, for two hours in any zone before any citation is written. No need to use a kiosk or App, just park in a legal on-street space and you can park for two hours.
